Several changes made to the tax and pension laws since the mid-1990s have imposed new requirements on tax-qualified retirement plans. Until recently, the law allowed retirement plans to operate under these new requirements without the plan document itself being amended to include the changes.

Distributions from a Defined Contribution Plan are subject to a long list of rules. There are basics such as form, method and date of payment. There are mandatory and voluntary withholding rules. Then there is a potential 30-day waiver period. There is also a rollover distribution notice (sometimes known as the 402(f) notice) which the IRS has issued in both English and Spanish versions.
